Dragons are one of the most powerful of the monsters roming the city. They tend to fly high above the city, and they are fairly rare, as it is believed they are now all over the world. The survivors can't imagine that the military have found any way of killing or containing them. As far as any survivor so far has found, there appears to be nothing that can penetrate a Dragon's scales deep enough to cause any serious injury. Because of this and it's epic fire-breathing, not to mention their power to tear buildings apart with ease, it's advised that you run and hide if you see one above.
